Parents and guardians urged to check PVG scheme membership
New guidance to support parents and guardians recruit tutors with Protecting Vulnerable Groups (PVG) membership.
10 February 2026 – Disclosure Scotland has issued new guidance and materials to help parents and guardians make safer decisions when hiring a tutor this exam season. Scotland Qualification Authority (SQA) exams run from 22 April to 2 June 2026.
Parents and guardians hiring a tutor are classed as personal employers. Disclosure Scotland advises personal employers to ask tutors to share their Confirmation of PVG scheme membership for children, before employing them to support a student.
Guidance can be found on mygov.scot which provides clear, practical advice and examples to help personal employers understand what to check and why it matters.
It’s a legal requirement in Scotland for anyone in a regulated role with people below the age of 18 to have a PVG scheme membership for children. Tutors being hired by personal employers can find clear guidance on joining the PVG scheme on mygov.scot.

About Disclosure Scotland
Disclosure Scotland are an executive agency of the Scottish Government. They help organisations make safer decisions when they are recruiting people. They manage the Protecting Vulnerable Groups (PVG) scheme, which helps to ensure that people who are unsuitable to work with children and protected adults cannot carry out a regulated role with these vulnerable groups. The Disclosure (Scotland) Act 2020 will make the PVG scheme a legal requirement in Scotland from 1 April 2025, for those individuals who are to carry out a regulated role.
