New national campaign urges personal employers to check PVG scheme membership
New guidance and campaign materials launched by Disclosure Scotland to help personal employers make safer hiring decisions.
2 February 2026 - Disclosure Scotland has launched a new national awareness campaign encouraging personal employers to ask for Protecting Vulnerable Groups (PVG) scheme membership confirmation before hiring someone to care for a child or vulnerable adult.
A personal employer is an individual, such as a parent. They employ an individual for personal reasons, such as finding a babysitter to look after their child. Some other examples include, personal assistants supporting disabled adults or elderly people and children’s tutors.
People being hired by personal employers can find clear guidance on joining the PVG scheme on mygov.scot.
Running across Scotland in early 2026, the campaign will appear on social media and is supported by downloadable posters and a stakeholder campaign toolkit.
Centred on the message “Ask to see PVG confirmation”, the campaign highlights the importance of taking a simple step to safeguard vulnerable groups. A new guidance page on mygov.scot provides clear, practical advice and examples to help personal employers understand what to check and why it matters.

Disclosure Scotland are an executive agency of the Scottish Government. They help organisations make safer decisions when they are recruiting people. They manage the Protecting Vulnerable Groups (PVG) scheme, which helps to ensure that people who are unsuitable to work with children and protected adults cannot carry out a regulated role with these vulnerable groups. The Disclosure (Scotland) Act 2020 will make the PVG scheme a legal requirement in Scotland from 1 April 2025, for those individuals who are to carry out a regulated role.
